Notice on Participation of Qualified Foreign Institutional Investors and RMB Qualified Foreign Institutional Investors in Equity Index Futures Trading

Pursuant to the Measures for the Administration of Domestic Securities and Futures Investment by Qualified Foreign Institutional Investors and RMB Qualified Foreign Institutional Investors (CSRC Decree No. 176), the Provisions on Issues Concerning the Implementation of the Measures for the Administration of Domestic Securities and Futures Investment by Qualified Foreign Institutional Investors and RMB Qualified Foreign Institutional Investors (CSRC Announcement [2020] No.63) and the Regulations on Funds of Securities and Futures Investment by Foreign Institutional Investors (PBOC & SAFE Announcement [2020] No. 2), and with the approval of the China Securities Regulatory Commission (CSRC), matters related to the participation of qualified foreign institutional investors and RMB qualified foreign institutional investors (hereinafter jointly referred to as “qualified foreign investors”) in financial futures trading on China Financial Futures Exchange (CFFEX) are hereby notified as follows:
1. Qualified foreign investors may participate in equity index futures trading on CFFEX.
2. Qualified foreign investors shall comply with the applicable laws, administrative regulations, ministry-level rules of the State as well as the business rules and notices of CFFEX. Their participation in equity index futures trading shall be in accordance with CFFEX’s requirements on hedging management.
3. Members entrusted by qualified foreign investors shall perform their duties faithfully and diligently and enhance the compliance management of qualified foreign investor’s trading activities.
This notice will take effect on November 1, 2020.

中国金融期货交易所发布《关于合格境外机构投资者和人民币合格境外机构投资者参与股指期货交易有关事项的通知》
10月30日，中国金融期货交易所发布《关于合格境外机构投资者和人民币合格境外机构投资者参与股指期货交易有关事项的通知》（以下简称《通知》）。
《通知》的发布，旨在贯彻落实2020年9月25日中国证监会、中国人民银行、国家外管局联合发布的《合格境外机构投资者和人民币合格境外机构投资者境内证券期货投资管理办法》，以及中国证监会发布的《关于实施<合格境外机构投资者和人民币合格境外机构投资者境内证券期货投资管理办法>有关问题的规定》（以下简称《实施规定》），并做好相关政策的衔接工作。
2011年5月4日，中国证监会发布《合格境外机构投资者参与股指期货交易指引》（以下简称《交易指引》），随后合格境外机构投资者和人民币合格境外机构投资者（以下统称合格境外投资者）逐步有序参与股指期货交易。根据《实施规定》，《交易指引》将于2020年11月1日起废止。为确保合格境外投资者参与股指期货交易的有序衔接，《通知》进一步明确合格境外投资者可参与交易的金融期货品种和交易方式，与废止前《交易指引》的有关规定保持不变。
