Recently, the General Office of the State Council issued the "Notice on Further Increasing Relief and Assistance to Small and Medium-sized Enterprises" (hereinafter referred to as the "Notice").

Small and medium-sized enterprises are the main force of national economic and social development, and they play an important role in promoting growth, guaranteeing employment, and improving people's livelihood.

Affected by rising raw material prices, insufficient orders, difficult labor and expensive labor, slow collection of accounts receivable, high logistics costs, the spread of the new crown pneumonia epidemic, and power cuts in some areas, small and medium-sized enterprises have high cost pressures and increasing operating difficulties.

In order to implement the decisions and deployments of the Party Central Committee and the State Council, and further increase the efforts to help enterprises to relieve their difficulties, the "Notice" proposes policy measures from nine aspects.

The "Notice" emphasizes the need to ease the pressure of rising costs, strengthen the monitoring and early warning of bulk commodities, severely crack down on illegal activities such as hoarding and price hikes, promote futures companies to provide risk management services for small and medium enterprises, and stabilize the supply of liner companies on China’s main export routes. It encourages the companies to launch special line services for SMEs.

Strengthen the guarantee of electricity use, scientifically implement the orderly use of electricity, rationally arrange the use of power at peak shifts, ensure the electricity demand of small and medium-sized enterprises in key links of the industrial chain, and encourage places where conditions permit to implement phased preferential power use for small and micro enterprises.

The "Notice" clearly stated that it is necessary to increase support for relief funds, encourage local governments to arrange relief funds for small and medium-sized enterprises, implement the policy of discounts and incentives for guaranteed loans for entrepreneurship, and make good use of financing guarantees for small and micro enterprises to reduce fees and subsidize funds.

To further promote tax reduction and fee reduction, manufacturing small, medium and micro enterprises will postpone the payment of some taxes and fees in the fourth quarter of 2021 in accordance with regulations, study the continuation of policies that will be introduced in a timely manner after the expiration of some preferential policies, and continue to clean up and standardize corporate fees.

Use a variety of financial policy tools flexibly and accurately, make good use of the 300 billion yuan of new small re-loan line, increase credit loans, and strengthen working capital loan support for small and micro enterprises that have been severely affected by the new crown pneumonia epidemic, floods and rising raw material prices.

The "Notice" clarified that the construction of the electricity production, supply, storage and marketing system should be strengthened, orderly use electricity should be implemented scientifically, and peak-shifting should be reasonably arranged to ensure the safe and stable supply of energy to small and medium-sized enterprises, especially small and medium-sized manufacturing enterprises.

Promote leading enterprises in the industrial chain to sort out the list of key upstream and downstream enterprises, ensure the electricity demand of small and medium-sized enterprises in key links of the industrial chain, maintain the safety and stability of the industrial chain supply chain, ensure the normal production of existing orders, and prevent the risk of order default.

Accelerate the reform of the electricity market, give full consideration to the reform process and the affordability of SMEs, and promote SMEs to enter the electricity market in a stable and orderly manner.

Encourage places where conditions permit to implement phased preferential treatment of electricity for small and micro enterprises.

The "Notice" stated that it is necessary to support enterprises to stabilize and expand their jobs, to attract more key groups such as college graduates, and to strengthen the connection of information on employment supply and demand. We will ensure payment by small and medium-sized enterprises, continue to carry out special actions to clean up the outstanding accounts of small and medium-sized enterprises, and prevent the formation of "triangular debts" from arrears at the source.

Focus on expanding market demand, increase investment in people's livelihood and new infrastructure construction, further implement the "Administrative Measures for Government Procurement to Promote the Development of Small and Medium-sized Enterprises", promote large enterprises to expand the scale of procurement from small and medium-sized enterprises, develop cross-border matching services for small and medium-sized enterprises, and accelerate overseas Warehouse development.

The "Notice" requires all relevant departments and regions to strengthen their responsibilities, be brave to innovate, help small and medium-sized enterprises cope with difficulties, and promote the development of small and medium-sized enterprises in the direction of "specialization, specialization and innovation".

All relevant departments should strengthen research and guidance and support, and firmly promote the implementation of various policies and measures.


国办:加强大宗商品监测预警,严厉打击囤积居奇、哄抬价格等违法行为

近日,国务院办公厅印发《关于进一步加大对中小企业纾困帮扶力度的通知》(以下简称《通知》)。

中小企业是国民经济和社会发展的主力军,在促进增长、保障就业、改善民生等方面发挥着重要作用。受原材料价格上涨、订单不足、用工难用工贵、应收账款回款慢、物流成本高以及新冠肺炎疫情散发、部分地区停电限电等影响,中小企业成本压力加大、经营困难加剧。为贯彻落实党中央、国务院决策部署,进一步加大助企纾困力度,《通知》从九个方面提出了政策措施。

《通知》强调,要推动缓解成本上涨压力,加强大宗商品监测预警,严厉打击囤积居奇、哄抬价格等违法行为,推动期货公司为中小企业提供风险管理服务,稳定班轮公司在中国主要出口航线的运力供给,鼓励班轮公司推出中小企业专线服务。加强用电保障,科学实施有序用电,合理安排错峰用电,保障产业链关键环节中小企业用电需求,鼓励有条件的地方对小微企业用电实行阶段性优惠。

《通知》明确,要加大纾困资金支持力度,鼓励地方安排中小企业纾困资金,落实创业担保贷款贴息及奖补政策,用好小微企业融资担保降费奖补资金。进一步推进减税降费,制造业中小微企业按规定延缓缴纳2021年第四季度部分税费,研究适时出台部分惠企政策到期后的接续政策,持续清理规范涉企收费。灵活精准运用多种金融政策工具,用好新增3000亿元支小再贷款额度,加大信用贷款投放,对于受新冠肺炎疫情、洪涝灾害及原材料价格上涨等影响严重的小微企业,加强流动资金贷款支持。

《通知》明确,加强电力产供储销体系建设,科学实施有序用电,合理安排错峰用电,保障对中小企业尤其是制造业中小企业的能源安全稳定供应。推动产业链龙头企业梳理上下游重点企业名单,保障产业链关键环节中小企业用电需求,维护产业链供应链安全稳定,确保企业已有订单正常生产,防范订单违约风险。加快推进电力市场化改革,充分考虑改革进程和中小企业承受能力,平稳有序推动中小企业进入电力市场。鼓励有条件的地方对小微企业用电实行阶段性优惠。

《通知》提出,要支持企业稳岗扩岗,更多吸纳高校毕业生等重点群体就业,加强用工供需信息对接。保障中小企业款项支付,继续开展清理拖欠中小企业账款专项行动,从源头防范层层拖欠形成“三角债”。着力扩大市场需求,加大民生领域和新型基础设施建设投资力度,进一步落实《政府采购促进中小企业发展管理办法》,促进大型企业扩大向中小企业采购规模,开展中小企业跨境撮合服务,加快海外仓发展。

《通知》要求,各有关部门、各地区要强化责任担当,勇于开拓创新,帮助中小企业应对困难,推动中小企业向“专精特新”方向发展。各有关部门要加强调研和指导支持力度,扎实推动各项政策措施落地见效。
