On January 28, the Operations Office of the People’s Bank of China (PBC) announced that it had filed a record for S&P Ratings (China) Co., Ltd., the wholly-owned subsidiary of S&P Global Inc. in Beijing. On the same day, the China’s National Association of Financial Market Institutional Investors (NAFMII) also released a public notice on its approval of the registration of S&P Ratings (China) Co., Ltd. for conducting bond credit rating business in the inter-bank bond market, marking the official access of S&P’s credit rating business to Chinese market.

The opening up of the credit rating sector is an important part of the move to steadily open up the financial market. With accelerating internationalization of China’s financial market, the introduction of global credit rating agencies will help meet the demand of international investors for diverse RMB asset allocation, improve the quality of credit ratings in China, and play a positive role in promoting the regulated and sound development of China’s financial market.

At the next step, the PBC will continue to promote the opening up of the credit rating sector, and support more qualified foreign-owned credit rating agencies with strong international presence to enter the Chinese market. Moreover, the PBC will strengthen the regulation on credit assessment, enhance the market constraint mechanism, and give full play to the function of credit ratings in risk disclosure and risk pricing. In particular, the role of credit ratings in such aspects as improving the financing environment for private enterprises and small and micro businesses (SMBs), helping the financial sector serve the real economy better and guiding market expectations will be brought into full play. 1月28日,中国人民银行营业管理部发布公告,对美国标普全球公司(S&P Global Inc.)在北京设立的全资子公司——标普信用评级(中国)有限公司予以备案。同日,中国银行间市场交易商协会亦公告接受标普信用评级(中国)有限公司进入银行间债券市场开展债券评级业务的注册。这标志着标普已获准正式进入中国开展信用评级业务。

信用评级行业对外开放是稳步扩大金融市场对外开放的重要组成部分。当前,中国金融市场国际化进程不断加快,国际评级机构的引入,有利于满足国际投资者配置多元化人民币资产的诉求,也有利于促进中国评级行业评级质量改善,对中国金融市场的规范健康发展具有积极意义。

下一步,中国人民银行将持续推进信用评级行业对外开放,支持更多具有国际影响力且符合条件的外资信用评级机构进入中国市场。同时,中国人民银行将加强信用评级监管,强化市场约束机制,充分发挥信用评级在风险揭示和风险定价方面的作用。特别是在围绕改善民营企业和小微企业融资环境,加大金融服务实体经济的力度,引导市场预期等方面,充分发挥信用评级的作用。(完)
